And do I need an outdoor approved fixture for a hanging light under a covered porch?

It is a large covered area and it never gets wet there. I would like to replace the ugly 1980s light that is currently there.

    If it is not going to get wet, then I would not worry about it to much. If you live in a humid climate the fixture may get rusty just from the humid air but it should still work ok. Just keep that in mind when you select the fixture.

    Make sure that you use a low temperature fluorescent bulb. Otherwise they may not work well outside. They take time to warm up and reach their full luminescence.

    As for part 2 of your question, yes. Any fixture you use outside must be rated for exterior use. This is a safety issue, as it will be exposed to wide temperature ranges.
